From November 9 to 13, 2004, the IV International Image Festival was held in Manizales, which presented the works, programs and investigations of more than 25 visual and sound creators from the United States, Canada, England, Spain, Slovenia, Russia, Argentina, Brazil and Colombia In 2004, the fourth International Image Festival proposes a reflection on robotics, the language of new media, telematics, technoethics and the emerging consciousness in art. The reflections give rise to the international call Monographic Exhibitions of Media Art..

The Festival explores the way in which people carry out actions that imply the appropriation of knowledge that arises from the interaction between communities through telematic networks. The objective is to advance in the recognition of the symbolic systems of society to understand the way in which the Internet and interactive technologies recover universal concepts of community that have always existed in human culture.
