Bachelor of Computer Science, Central University of Venezuela (UCV). Postgraduate degrees in Computer Science Simón Bolívar University (Venezuela) and London School of Economics and Political Science (UK). Professor at the Central University of Venezuela. His area of research and teaching is information and communication technologies for development with an extensive teaching career in undergraduate and postgraduate courses. Member of the Management Committee and researcher of the project "Knowledge Management at the UCV". He is currently Director of Research and Strategic Advisor in Education at Fundación Telefónica de Venezuela. Consultant in ICT developments and impact evaluation of the use of these technologies for various organizations. Consultant for the Redes y Desarrollo Foundation (Funredes), a regional non-governmental organization dedicated to ICT projects for development. He was National Coordinator and later President-Founder of the Academic Network of Research Centers and National Universities (REACCIUN), the first Internet service provider in Venezuela. He was Director of the School of Computing of the Faculty of Sciences of the UCV. He was a Consultant for the Technology Transfer Center (CTT), a Latin American company that integrates education services. He has participated in numerous national and international conferences, published articles in magazines and books within his professional field.
